SE runs the moderator elections. There's not a formal system in place for other forms of elections other than meta posts.

App gets a key from the provider. User opens app. App sends user to provider access grant page with app key. Provider sets up authentication and authorization with app key and user data. Provider sends user back to app with generated access token. App does what it needs to do.

Basically, you login into SE, and SE returns a token. You give the token to the app, and the app can use this token to validate who you are witout seeing your password.

First part: App registers with provider and gets a unique key for the app.
Second part: User accesses the app, gets sent to the provider to tell the provider that they want to use the app. Provider sends user back to app with an authorized key.
Third part: App gets an access token from the provider that uniquely identifies the user without needing to know the user's login credentials on the provider.
Fourth part: App does what it needs to do using the access token to access private data.
Most of the stuff on the right is just for negotiating exactly what format those tokens and keys are in
 
So, for example, facebook,

Then the site requests a token to facebook
And facebook gives back a token
And the site uses it to identify you?

It's all very nice, and a neat system to make sure apps don't see your password. The problem is that an app might display someting that looks like the SE login screen, but actually just collects whatever you type in there.

The service provider will have an API that will provide the consumer with restricted user data when given an access token. OAuth (more specifically, OAuth2) is a method for getting those access tokens when authorized by the user.
