That last line converts back to decimal from unary, which is done by counting the matches of the character (on a match stage Retina just returns the number of matches). The %` makes it count on each line instead of the entire corpus.
Basically it's "count the number of _'s on each line"

Back in October, when I was going through the process, I had the job offer, but it had to be approved by the SVP. He didn't approve it (due to company plans rather than an issue with me specifically being hired), but I will have the opportunity to try again in a few months.
