The answer to 2) kinda depends on how long they haven't been in chat for/whether they've been in chat before. If it's been too long, then pinging won't help.

ICANN (or IANA, I forget which) governs TLD's. Each TLD can have a sponsor company, who govern registrations of domains under it. A domain name registrar (DNR) simply asks the sponsor if the domain is registered; if it's not and you want to register it with that DNR, they ask the sponsor to point the domain to the DNR's nameservers, which they use to give you control of what happens with it after that.

Actually, TLDs are regulated by a DNS server.
If you want a TLD, you just need enough DNS servers to agree with you ;)

well, sure, but ICANN/IANA are the agency appointed to govern what's allowed.
Most reputable DNS servers get their list of TLDs from ICANN, so it's unlikely that you'll get a TLD without going through them

@flawr Uhm, they already do. TLDs are not regulated by some company, but by the DNS you are using. If you want a new TLD, you just need enough DNS servers to agree with you ;-)

That's kinda like saying you don't need the U.S Mint to introduce new currency, you just need to convince enough Federal Reserves
 
@quartata Exactly. I don't remember what TLD it was, but there was a fairly popular custom TLD a long time ago and ICANN just annexed it. So if "your" TLD is popular enough, they'll eventually just take it from you.

Barring a function f(x) = c any exponential, factorial, logarithmic, trigonometric, mathematical in general that doesn't just return a constant is valid. But your score is by how many of the possible arrangements of cards your system can solve, then by how many of those extra functions you extended the game by

A non-government and widely adopted P2P DNS would be nice, but that isn't viable. If domains are "free" they're all quickly gone.
