@noɥʇʎPʎzɐɹC There's no such thing as the best hash function. In the same table, CRC32 has less collisions. While it's slower in the table, that answer is from 2012. Most recent x86-64 processors come with a CRC32 instruction, so I'd expect it to be faster on those.
 
It's missing another good dimension: resistance to DOS attacks.
So-called universal hashes can be used with random parameters to be collision-resistant against adversarial data.
 
@noɥʇʎPʎzɐɹC Still it depends on what you want to use it for. If you just want to hash numbers in the range 0,1,2,...,9 all these are probably not the "best".
