I do not like the implication that questions here are answered because we do not wish to infantilize our questioners - firstly because that is not what I am saying - and secondly because that is the same attitude that some people on ELU have been using as a justification for sending their "trash" questions to ELL (because "this is off-topic here and ELL will answer any awful question, no matter how bad")

I'd be more likely to agree to that if it were related to rep not voting habits. You're potentially giving some users more power than others. From your short description, it sounds like you're looking for something similar to how the flagging system works? More good flags means you have more flags to use on a daily basis?
The downside is that flags are moderated (except for spam flags), but voting is not. There's no way to really know that someone is voting appropriately.

Whatever you ask, make sure it's really well researched and you make strong arguments. I know you're just having a discussion but I'm pretty sure there's been a lot of chatter about vote limits in the past, so understanding why those limits are there is really important to any argument you make.

Honestly, I think the simple answer is to raise the voting limit at certain rep levels... 5K rep gets you +10 votes. 10K rep gets you +10 votes. Rep is the only way to prove a user is valuable.
Unfortunately, it won't necessarily help voting but less-contributing members of a community.
A community lurker, for example, won't necessarily earn a lot of rep but that doesn't mean that they don't vote on questions/answers that helped them. They use the site more passively than someone who is actively asking and answering questions.
Less-contributing members hardly ever get to vote-cap so much that it gets annoying for them.

2k of my votes on meta.SE are when I had only 400 rep.
Maybe we could bring comments into play.

I think part of it is a difference between how some users vote. Some people are very stingy with their upvotes... I won't vote on an answer unless I know it's correct... other people will vote up an answer that "sounds right".

The other thing is... I didn't even know there was a voting cap until I saw someone complaining about it on M&TV meta somewhere... I've never hit it, personally. So, I feel the argument "people should have a cap so they are more judicious about how they spend their votes" is assuming that people know there's a cap... I'd guess that a lot of people don't realize it exists.
