@C.E. It's getting crazier. I'm not sure why this could not have been handled more professionally right from the start.

It wasn't my internet connection. WolframKernel 10.3 says "Updating from Wolfram Research server ...", downloads 18.4MB of data, then sits there. So I've gone rogue and removed ~/Library/Mathematica/Paclets, which seems to fix it (but at what later cost I wonder)

@Szabolcs It was a shot in the blue - and I think it is a convenient function in case one would like to install the FEMAddOns; no GitHub, palcet download install etc monkey business.
@Szabolcs, but thanks again, the actual code is in essence what you provided ;-)
And what is more it works for any version of FEMAddOns (meaning it will always get the latest version) and it can be updated should there be a problem with the implementation.
 
@user21 Just a small note about the code: this one downloads the GitHub release which was created last, whether it's marked as prerelease or not. What I originally used for MaTeX downloads the version considered to be "the latest stable version" by GitHub. I believe this is the last release not marked as a pre-release.
If you never mark anything as a pre-release then it makes no difference.
 
@Szabolcs, thanks for the note - should I ever need pre-releases then I will have to fix the resource function; which now it not a problem.
