That's not really how personal communication works..
Either way, outside of slack and friends, IRC, and discord I have little other experience in the world of large group/open chat. Most of my tinkering was in the realm of 1to1/small group stuff that was closer to SMS than IRC.
I think it will be easier if I split it into two parts - the Django backend that powers the UI and takes care of registration, etc and a Go backend that takes care of WebSockets. The two would communicate through Redis.

@James Could I play a "this call may be recorded for archival purposes" and then some beeps, dialtones, and whatnot followed by me answering the phone?
If it's across state lines (AKA, place your call center in a 1-party state), then federal law (1 party) applies and nobody is going to be able to get a 2-party state law to stick across state lines for the call... more or less.
