The last time I installed Ubuntu 17.04, again it could not shut down. I had to do a manual shut down each time.
I checked all the online threads, and there were so many solutions for different people, and I just didn't want to try them all.
I think in the very least, an OS should be able to shut down properly.
So this problem is a real blocker for me.

If you can log in on another machine via SSH, you could check the syslog.
@terdon Nope, I don't think I did that, because I don't even know what mounting network shares means. =) Actually, it happened in 16.10 as well, and even in 16.04.2 fresh install. Strangely, 16.04 itself was OK.

Next time, try completely disconnecting from any network before you shut down.

I think that's the only kind of network I connect to. I don't connect to other computers.

When the machine doesn't shut down it is usually waiting for something to finish. That is often related to trying to find something on the network that isn't there anymore. Not always, but often. And that's the first thing I try when I have this sort of issue.
