There's a modern fantasy series which has a whole bunch of magical creatures flee through a portal into a modern-day American city (can't remember the series) and it has dragons all the same -- they tend to be quite powerful and wealthy and influential, and are not to be entered into deals with lightly.
Heads up also, the common fantasy conflation of: not living in our society = nomadic savages = monsters = enemies (or = nomadic noble savages = outsiders but friends), is usually an unfortunate codification of racist stereotypes of tribal peoples such as the native american indians.
once that's taken off, you can begin to question what exactly makes someone civilised, and what exactly is necessary to be able to intermingle or be fully a part of that particular civilisation. they could be not a part of that civilisation, but still civilised, happy and living over there or nearby, and totally happy to talk & trade.
