So, I'm just gonna start talking and let it all roll out.
The question as is, is very long. Much of the background info is irrelevant, imo to the power hierarchy the forms the basis of your question.
When I read 'maintain balance', I hear in my head, maintain status quo. The Celestails are functionally equivalent to any established political power center.
I don't think the question is in danger of closure as opinion-based or story-based but as 'not sure what you're asking'.
All the background info compounded with your own answers make it hard to see what exactly your question is.
Reducing the amount of background info and removing or shortening your own answers will help with question focus a lot.
Those are my thoughts and I'm stickin' with 'm. :)

That's a fair way to read it overall. That's a decent equivalent. I actually realized while talking with Dubukay that there are some unintended Nazi parallels. (Good thing the Celestials were intended to be antagonistic.)
I can understand that. So try to trim down explanations and my own answer to make it more focused and concise? Sound right?

Last night dream:
Two tornardoes sweeping across the city. There is also an unusual weather which consists of concentric clouds that send out downbursts periodically. The Japanese military plane is seen launching some kind of unknown weaponry that explodes in the fashion as shown which somehow suppresses the downbursts

indeed, even in the dream, I have to hide in a hotel building along with many people because when I tried to fly, I felt the suction of the nearby gray tornado, forcing me to quickly land again

@SoraTamashii let's not pretend that these Celestials are 'good' people. They will think of themselves as good and righteous but that's "just, like, you're opinion, man." Parallels to Nazis are any power hungry group are unavoidable.

I never tried pretending they were good. lol Not as a group on whole at least. But I would blame that on ideology first and foremost since any demographic can fall victim to corrupt ideology.

Q: How can I cancel an up-vote or down-vote?

chasly from UKI inadvertently up-voted the wrong answer (it happened because of scrolling). The answer now had a total of 1 vote (mine). To cancel my upvote, I clicked down-vote. Unexpectedly the question now had a score of minus one. I don't want this either because the answer isn't so bad that I want to pena...

I think this makes me old...but 3-5 inches of snow are forecast in the next 24 hours and people act like the world is ending...we used to walk to school in worse.

@NexTerren Actually I grew up in a town with a bunch of hills...so yes, there were quite literally hills both ways.

@James I think part of it is that it's rather nasty to drive in such weather, so most of the responses I've seen are rather reasonable. Although people in your area may be reacting more strongly than people in mine.

@NexTerren That baby will get through even a Canadian winter. But yeah, from personal experience, it isn't fun to try to shovel out a couple feet of snow from under your car in the middle of a snowstorm.

@NexTerren I don't think I've ever seen the roads with literal feet of snow everywhere, but where it drifts, it can get really high. There's one point on my laneway (I live out in the country, my laneway is like 300m long) where the wind funnels just right to pile the snow into a massive, hard-packed drift. Trying to get the van out the day after a heavy snowfall was never fun.
Canada is fun :)

@James right! I remember walking to school in snow, all the way uphill. Walking home late again, it usually would've started snowing and even storming sometimes again, and that all the way uphill against the wind!
