I remember when we first checked that in we forgot to bail if the underlying lib wasn't there and we broke metasploit for anyone who didn't have it installed

It could be a sign of hardware failure. It could be icon cache corruption. It could be just bad video drivers. It could be some VRAM artifact left there by a process that didn't terminate gracefully. It could be.... whatever
We don't actually look into crystal ball to answer questions here

Also my PC gets really busy when I open web browsers when I only have 2 SE chats open, but when I checked for items on the resource monitor, everything is normal

@TelkittytheWebDeveloper the problem with what you have there is that it could be anything. And @TildalWave pointed out the most likely. Without actually analysing your machine it is incredibly difficult to tell you whether or not your machine has particular issues
Assuming compromise by malicious attacker is usually the wrong place to start. Not always, but usually

Maybe. Frankly, I'm not sure that a new SE site for that (Remote Sensing and Photogrammetry) is even needed and related expert groups could be supported by existing SE sites like Geographic Information Systems, Earth Science... It would likely struggle as a standalone site, and there isn't much of a "community" for what is in reality applied in so many different ways and for so many different applications (oceanology, meteorology, geology, geography, other geosciences, biology & ecology, even intel gathering,...)
