It could be a sign of hardware failure. It could be icon cache corruption. It could be just bad video drivers. It could be some VRAM artifact left there by a process that didn't terminate gracefully. It could be.... whatever

Frankly, I'm not sure that a new SE site for that (Remote Sensing and Photogrammetry) is even needed and related expert groups could be supported by existing SE sites like Geographic Information Systems, Earth Science... It would likely struggle as a standalone site, and there isn't much of a "community" for what is in reality applied in so many different ways and for so many different applications (oceanology, meteorology, geology, geography, other geosciences, biology & ecology, even intel gathering,...)
