Different arches may be different, like a MIPS syscall might be 4024 but on x86 would be 72.
But x86 syscall 72 will always be x86 syscall 72.

I don't actually know what it's used for.
 
Operates on file descriptors. Can be used to e.g. change flags on open fds.
So you can open a file as read-only, but use fcntl to set it writable later without having to close it and open it again with new flags. Can also duplicate file descriptors, set locks, etc.
