Yup. IMO definition and commitment should occur concurrently
Definition would be for deciding on the scope, and nothing else. No vote limit, just a minimum number of good (and possibly even bad) questions. Commitment, or maybe some sort of pre-commitment phase, would be for ensuring enough people are interested.

I'm slightly worried about the 100 people with 200+ rep thing, since most of our volume will probably be from reddit/discord/IRL friends who aren't necessarily active on SE, but we can probably manage
