My servers go in the rack with whatever their default configuration is (all BIOS) - One day EFI will be the default from our vendors and that's when we'll start transitioning.
Our desktops are Macs though so those are EFI.

Yeah, I'd read somewhere that the Nacy had decided to discontinue NTP service to the public and was decomming tick and tock. Huh. Wish I knew where I read that so I could shitlist it...

otherwise crank up ntp logging and see what it says -- it's reporting all your candidates as stratum 16 (uncync'd) and reach 0 which makes me think it can't talk to then on the NTP port (123/UDP)
