Install a mail server. Windows does not come with one. OR Use and existing mail server, like the one provided by your ISP.

1) You create a user. Your CMS talks to a mail server (at your ISP), gives it a message and says "Deliver this to joe_user@somedomain.com"
2) The users receive that email (via their ISP's mail infrastructure) and click on the link.
3) Your CMS activates the account.

You have NO involvement with step 2. NO email comes to you. Your users need to have email addresses. If they don't you don't want them as users.

@lovesh, I repeat, take a look at smpt4dev. It is basically a blackhole. You don't have to create accounts at all, just start it, point your application at it. It will receive every email you send.

It even pops up a notification in your system tray, so you can click on the message to view it.

@WesleyDavid He should have said SF, not SE, but basically yeah. That sounds right. Attracting people who are basically already experts instead of attracting !experts and trying to teach them. SF's goal is to build a Q&A base for the community; and that directly gets answers for people; but as I understand it, SF's goal is not to attract non-expert level questions.
This is all using absolute terminology for situations which are not absolute... You can't look at a Question and instantly/consistently rank it as Beginner/Intermediate/Expert....

Well the fact is that even expert users commonly have non-expert level questions. So yes; it's an integral part of the community. But I would argue the purpose isn't to attract users who are incapable of expert-level questions and/or answers.

It's just that sometimes I'll see a sentence that involves "either / or" "former / latter" "net / gross" "ingress / egress " or double negatives and I literally cannot understand what it means. Some other signs seem to point to undiagnosed dyslexic tendencies.
 
@ChrisS IDK I think we need to attract those users - newbies bring new ideas. It's not long ago that many people would have thought puppet/chef were bad ideas because doing that kind of deployment/patching automatically is "too risky"

Literal balloons, not filled with air of course, are used to keep heroin fresh and easily transportable. Normally it's sticky (if we're talking about tarball heroin, anyway) so it's put in little balloons, a blot the size of maybe a big chiclet or breath mint.

2. In a domain, if the business wants to keep the business data in a manageable state then that state is on a file server share (or sharepoint, or in SQL or whatever) on a server where doing things like this and managing both data security and backups suddenly became a hell of a lot easier.
 
Maybe he does what to see all files. Perhaps some of the his employees are hiding the good p0rn, or maybe a large mp3 collect somewhere on their drives, and he wants to copy it.

@RobertMoir yes, I also replied saying roughly those points. I don't think it's a good idea for them to rely on mishmash file locations long term, merely that the owner asking for ability to get anywhere isn't inherently bad.
anymore than the owner having door keys to get anywhere isn't inherently bad even if they have a proper stores procedure
