He wrote that the clearance gives the pilot authorization to cross all hold short markings. I think its pretty clear that you cannot be cleared past more than one runway at a time. That isn't "all".
 
You're right, there is no "implied" runway crossing clearance, it must be explicit and read back correctly. They can clear to cross multiple runways at the same time if they are close enough though.
 
Thanks. I linked to an article, and I thought my description was pretty clear. but he's still arguing.
 
They seem to be talking about holding positions other than at runways, which isn't what the question is asking about.

Ah.... I think when he wrote "all hold short markings", it is later qualified with "for intersecting taxiways".
So in that case, I believe you can be cleared onto and across multiple taxiways at once.
 
Actually now that I looked at it more I think he's right, the OP describes the intermediate markings, not at runways.
