the formulation is all wrong. it should instead be: "We apologise and are unable to excuse this power outage. This is because our random excuse generator is broken. We're working to fix the situation ASAP, so that we can give you an excuse. The power will have to wait but we'll get around to that as well."
@SimonH. there's no central location for it really. The only rules that are described for PCs regarding it are found in the abilities that grant the telepathy. The is one spot where telepathy is breifly outlined for monsters in the monster manual.
@Rubiksmoose I'm glad you put it on hold, anyway. It would be a shame if someone went to the trouble of answering it, only to find out they're thinking of the wrong type of telepathy.
