Why can't I find a good image viewer
ImageGlass is really good. But it uses the Windows print photo dialog, which has a stupid checkbox that is enabled by default that crops your printouts.

I'm pretty happy with Irfanview - although I never print from there (only photoshop) so I don't know if that satisfies your needs in that regard
