@MiG Too broad, more of a discussion than question
SO is a QA site

He could've done better removing the 'for example' from the last sentence I suppose
I get a bit annoyed by kids posing their homework questions as if they were their own tbh
Was curious about the answer in this very specific case though, I recall there being some ceremony around the last IPv4 block being assigned a long time ago, and clearly we're still around (and not even close to fully having moved over to IPv6)

That's nothing to do with what's being asked tho
There's plenty of free IPv4 atm
you just have to have a very good reason to ask for it
And deep pockets
Classful subnets split the entire range of 0.0.0.0 - 255.255.255.255 into 3 sections, A, B and C
each had a specific fixed size
If a company used class A subnets everywhere, they'd rapidly use up huge chunks of the IP space, for very little benefit
by having CIDR instead, we can split up subnets into various sizes, sizing them more according to the use.
However, the student shows their entire non-understanding of this with the question

> For example, what is the average percentage utilization of a given subnet address space?
That's unanswerable
You could look at the utilized IPv4 space globally, vs what's allocated
but that's nothing to do with classful or classless subnetting, really.
We didn't allocate huge chunks to companies, because we only had classful subnets
