The current version's not free but if you're ok with doing an initial sync from one drive to another, there's dozens of tools that would do this.

@William You have it backwards. Questions are not closed because someone calls it an XY problem. They're closed because they're not asking a question, they're proposing a solution to a problem no one knows about (because it's not asked).
Incidentally, we describe such a situation as an "XY problem" but the name of it doesn't matter.
I could call it a "Wizmo problem" and it'd still be the same situation.
Anyway, this sounds like a Robocopy/rsync job. But currently the problem description is too fragmented to make any concrete proposal.

what I am looking at is a remote webserver server (development environment), which contains a git repository
then I have that directory mounted locally over sshfs, so that I could edit the code
but the entire thing is extremely slow, therefore I have been looking ways to improve the performance
I could set up the development environment on a local system, but I really really would prefer to avoid it
so ... any ideas?
 
My dev env is a local docker container.
 
Doesn't git do that already? You clone the code, modify and the push?

Just learning out of a book and haven't gotten very far, but Docker is fun to play with.
 
I suggest you do as @bertieb suggested and start small, install WordPress or other basic and popular LAMP software and start toying with it
First, just use it to start a service
Then use a local folder as a volume and write code on that folder that reflects on the container
