Bare metal is a bit harder to find at this point, but they do exist. However, you'll probably wind up with a system with a slower processor per core (most likely an Atom or a very old Xeon).

I got two servers (one even heavier discounted than the other) from Delimiter before their legacy server sale expired. Both same specs roughly -
2 x Xeon L5630 (Westmere, a.k.a. Nehalem die shrink - has VT-x and EPT and DDR3)
2 x 500 GB 5400 RPM HDD
24 GB DDR3
price: $200/year US for one, $350/year US for the other
haven't seen anything else quite like it on the market but Delimiter's support is awful
$200/yr is $16.67 US / mo, $350/yr is $29.17 US / mo
 
Do you need resizeability or other cloud features?

Cloud gives you more flexibility but you'd have to pay a bit more for it.

on Azure you can get approximately nothing for $25 US/month
on AWS you might be able to swing a spot instance with 1 GB of RAM for that

This sounds like the sort of thing where cloud-based scalable block storage makes sense.
 
@Ave kimsufi and soyoustart both use OVH's infrastructure, they're just different offerings from the same parent company... still really good balance between service and price though
I've had about two dozen different people on WebHostingTalk, even Presidents/CEOs of other hosting companies, tell me to stick with OVH based on my needs of "most bang for your $$$"

@Ave extremely... they've had very rare outages from things like fiber cuts but that's not even every month, that's like, once every few years unless an apocalypse happens
my server is basically always up other than that one incident
over years
@Ave depends - ping it and see which one you like better - both are good, you do get local support techs, CA ones tend to speak better English than the ones from FR
ze ones from FR tende to write en frenglish

the only differences between their "Enterprise" line (really their premiere line) and Kimsufi/SoYouStart are -
1. some Kimsufi/SYS servers don't have IPMI or KVM over IP without paying a *hideous* amount per month to get one connected to the server
2. Enterprise servers all come with the ability to spend money on a *one-time* purchase of a fairly large IPv4 block, not sure what the biggest one is but I have two /27s - no recurring monthly cost and the up-front isn't too bad. Other servers allow you to buy IPs but the cost is ongoing
other than that, they're all hosted in the same DCs with the same basic stability and such

@GDPR and they always automatically credit you if they go over their SLA from a major incident
I think I've had 3 incidents which translated to 3 months credit
@GDPR $25/month on Azure gives you IIRC 768 MB RAM on like 0.5 CPU units (practically, one shared core of a decent Xeon currently, which is fine. it used to be some old Opteron, which was not fine.)
So basically the AWS tiny

It could be that it's always awful.
Or it could be that they have like one guy supporting all the Westmere cheapo servers.
Because it'd cost them more than they'd earn to pay the salary of two techs :P
@JourneymanGeek Sure, I didn't reaaaaally need the 100% uptime so like 3x 6-8h down over 3-4 years for ~$250 credit works out for me :P

user accounts exist within Matrix's DB (sqlite or postgres are the two big supported ones) for the homeserver you login to

If the second disk is empty you could mirror it with dd and try it out risk-free

so ftp, https, etc still go via the proxy server.

btw one cool trick to avoid errors when parsing xls files is to tell the users you don't support ms office 2003 anymore and it's been literally 15 years, and force them to save as xlsx
