@McDonald's, well that's something I've never run into here before. It isn't an answer, and that's not how the site is supposed to work. But what do you do with it? Have the poster move it to a new question, see if either question gets an answer, and then make the other a duplicate? This is why we pay our moderators the big bucks. :-)

@fixer1234 Lol... I wasn't aware the mods made big buck from SE communities.... The original question was a question with no attention in terms of comments, etc. so wasn't sure if it was overlooked, something obvious like a cracked OS, or something else for the reason no on has even left a comment (unless some removed, etc.). I dug into the Original Post a bit more and left a couple other comments to try to help at least.

today I find that if you use Reset this Windows feature of Windows 10 it boots into Windows Recovery Environment and performs a fresh installation but I didn't find where it keeps the Windows 10 setup. Is it hidden somewhere?

Though maybe it downloads required files too; it's been a while since I looked at it.

My pet peeve of the day is that I seem to be unable to make my point across: When something is done and over, do not write "it is completed"; write "it is complete!"

If you use the word "by" (some date in the future) then the phrase can be one of the following:
"will [not] be completed"
"should [not] be completed"
"may [not] be completed"

On the other hand "is completed" refers to the present or the past. It cannot refer to the future.

@FleetCommand Yes. The state of a task requires "is" or "be". It can be in a particular state, which includes (but is not limited to) is started, is stopped, is ongoing, is completed (present or past) or will be (insert one of the future phrases I used before).
