@Machavity Would you consider this red flaggable? I red-flagged that for soliciting illegal material (pirated software) which is against the Acceptable Use Policy. But my flag was declined. @CPlus I mean, it's not advertising anything. It's off-topic, though. And, at worst, it just asks "can the resources I get be cracked" but I don't think it's any different from most other requests from clueless users. Off-topic yes, del-voteable - probably. I'd advocate a 20k del-pls for such posts. But I'm not convinced it's red flaggable. A mod flag also seems over the top. A mod would, at most, probably delete it.

Yes, and the close notice didn't help. However, closing spam elsewhere on the sites can lead to less people visiting. Like, there is no good scenario I can picture where closing spam helps with anything. Like, literal worst-case problem you can have is that the spam gets an answer or two before being nuked. And...I don't see how that's something to try and protect from.
I have indeed seen people who close vote instead of flagging. And when I've confronted them, I have been told that they thought that was the correct action and weren't aware of flagging. That includes 10k+ users who would be able to see deleted posts and still told me they thought flagging was incorrect from past interactions with posts.
Or that closure is correct. I've seen both.
So, I do see real harm from closing spam for the reason it's spam. It does mislead others. I see no benefit.
