Please see: Blacklists, watchlists, and the user-whitelist: User-blacklist and user-whitelist for more information about when users are added to or removed from the user-blacklist, which isprimarily done with tpu and fp feedback.
@Makyen FYI: I've gotten a basic version of network-wide blacklisting support implemented in a manner significantly more in line with what you described here than my previous attempt. For testing, I also wrote a bit of code to add it the SE account ID into the Post class. It's not done (my code is somewhat messy and lacks some functionality), but I thought I should still give you an update.
