@Nick @Mast There are a several reasons for scanning the question and all answers. Four of those reasons are:

First, it requires no more SE API quota to obtain the question and all the question's answers than it does to obtain a single answer. While SE API quota isn't something we're all that worried about at this point, having enough SE API quota (and making fewer rapid requests, which can/does cause SD to be rate limited) is a serious consideration that's driven various design decisions.

Second, there's never been a comprehensive run of SmokeDetector across all questions and answers. Other than the record on MS, there's no record of which questions and answers have previously been scanned, just if they were detected. Thus, there's no definitive way to know in all circumstances that a post has been previously scanned.

Third, SD scans on activity. That activity will bump the question, increasing the traffic on the question and all of its answers. Thus, it's a good time to scan the question and all answers, limiting any exposure any existing spam will get.

Fourth, while you say "nothing else changed", that's not actually true. Entries to the watchlists and blacklists are being added/removed/changed all the time. Whole detections are sometimes added/changed (e.g., that blacklisted websites now test usernames). Thus, while the posts might not have changed, what SmokeDetector detects has almost certainly changed since the last time the post was scanned.

Note: On a per-SD-instance basis, there is a record of posts scanned in the last 24 hours. It's used to prevent quick re-scanning of recently-scanned, unchanged posts (edits changing only the tags are considered "unchanged") and to detect grace-period edits. You can get statistics on post scanning with the !!/stats command. Since 2022-10-16, the record has been used to detect over 10 million grace-period edits and prevent over 289 million re-scans of recently-scanned, unedited posts.
