Largely, the difference for that type of post, which isn't inherently/strictly spam or R/A, is that if you think it should be R/A flagged, then it should probably be reported. If you don't think it should be red flagged, then it probably shouldn't be reported. We do, sometimes, report some posts which shouldn't be red flagged on their own, but that's usually because the post is useful to have recorded for some other reason (training, etc.).
