I'm going to defer to a moderator and Charcoal admin here as to how to approach this particular scenario, though, as it sometimes requires looping in site moderators and asking them if they'd like for Charcoal to assist in catching certain behavior, especially if it relates to the site they moderate and doesn't really affect many others (cc @Makyen ).
