@Undo Thanks. That's good to know. I'd assume it's getting fairly clear that it's at most on a per SE build basis, if not something similar.
 
@Makyen Something like that, though I am kind of skeptical about it changing with builds purely because that would break any flows that are between the "get options" and "send flag" steps when the deploy happens

While I agree that wouldn't be desirable, I'm not sure SE would care, if there really was a reason for the option IDs to change.
It's not clear to me why they would use externally-facing semi-random numbers for the options, rather than just assign an ID to a certain type of flag, which would then be consistent over time and across sites. OTOH, I really haven't looked at their data model, so there could easily be something in there that makes it reasonable.
The information they send with the flag options is focused on having the flag/close options in the SE API be very tightly tied to a vision of a UI provided to users. In other words, the intent of that part of the SE API seems focused on being the provider of user-facing text, rather than an API usable by arbitrary applications.

Yep. That's what it looks like. They were forcing the UI presentation choices into the SE API, rather than having such things like localized text as available information, which the app could use, rather than must use.
I mean, from an apps POV, it's nice to have that text available, but actual operations within the API shouldn't depend on that type of text.
