@Mast Really? I always thought that might have been a bit of an overreaction. If I say anything at all, I typically just leave a comment with an @ mention, but comments are kind of awful for lasting information. Unless they reply, I have no way of knowing that they saw it/agree with what I said.

@Spevacus Some moderators would welcome it, others probably can't stand it. Again, it depends on the site.

Makes sense.

Personally I'd mark them helpful and I'm not the only one.
If you happen to know a moderator on the site, just pinging them in chat linking to the MS report may works just as well.
I've (ab)used chat a lot to get in contact with moderators on CR in the past.

@Mast I'd also note that the site isn't linked in any non-deleted post anywhere else on SE. Usually, if the site is at least semi-respectable, then there are at least some other links to the site on SE. I agree that I'm not 100% certain, but it's strongly consistent with what we see with spam of this type.
@Mast There are also some reasons to be strongly suspicious based on mod-private information which isn't available on your site, which I'm willing to share with you, but not publicly. It's possible a better determination could be done with information available to a mod on a site where that user has an account, but that's only on Ask Ubuntu.

@SmokeDetector fp- While a very low quality question, it is a question, and is even on-topic. The filler text should have been the code, and details about the error, but on the whole is not something that we want to block at the system level.

Am I right in thinking this is spam? It's extremely suspicious because it's asking for people to view that url only on PC which makes me think it's malware. Aditionally the url itself is... suspicious.

@10Rep suspicious...I lean FP because benefit of the doubt, but I understand the TP vote.
here's the result of how the question was handled by a moderator
that's one where I'd probably watch the domain to see if they do it again, and only call it TP if they do it twice
and then make sure it gets closed/deleted (as it was)
