@Ollie There doesn't appear to be a built-in way to do so. It may just be a private beta feature in order to get people to use the site's Meta. Obviously, you could use any of the normal methods of personally adjusting the page. As with @M.A.R., I'm just too lazy and don't care enough about it to do anything. However, that's mostly because I don't really plan to use the site much (i.e. mostly just for SD report flagging).
OTOH, if it was on a site I was using, I'd definitely remove it. It doesn't seem reasonable to show it to people who are experienced SE users. However, it's not clear to me at what point the cut-off should be, other than being dismissible, but being persistently dismissable adds complexity (i.e. they have to somewhere store that you've dismissed it and check to see if it should not be shown).

So, mostly "meh" and unlikely to be changed by SE. I wish they would use semantic CSS for these things. It would have been fairly trivial to have dropped a CSS class on it like notice-private-beta-use-meta-for-site-discussion. OTOH, it's in an <aside> and there's the s-banner--container, s-banner, s-banner__warning classes along with a role and aria-describedby. That's dramatically better than most of SE's HTML wrt. being able to target the element.
 
Especially unlikely to be changed since there were hints that they might be shutting down A51 and not launching any new sites...
 
I honestly wouldn't be surprised if they decided to stop creating new sites.
Would definitely be sad, though...
