@Makyen I just looked at and tried out OVH Cloud as they offer 2 GB RAM instances for as low as $6/mo. However they require identity verification which I couldn't provide.
Sadly I have yet to find another (seemingly reliable) provider that offers 2 GB for less than $8/mo.
@iBug I might be willing, but I wouldn't be enthusiastic about doing that.
The first downside is that their client area (or console) loads ridiculously slow. It feels like visiting the IPMI console of a years-old server.

@Machavity The problem with Lightsail is that the CPU usage for an SD instance that is active 100% of the time is likely going to be too high for what they provide. They may now do so, but I don't recall seeing anything from AWS that explains Lightsail CPU usage restrictions until after you sign up, and I looked. Their statements of "X Core Processor(s)" is, at best, marketing fluff. Personally, I consider it deceptive.
For example, what you are really getting for the $3.5/mo level, which says "1 Core Processor", is actually at most 5% of a Core Processor in sustained CPU usage. IIRC, AWS Lightsail also doesn't have a way for you to purchase more CPU credits, so if you need to use more CPU you are out of luck.

@Machavity I'd note that an SD instanace doesn't use 100% of the CPU in a T2.micro (i.e. their 1 year free tier) all the time. However, the average CPU usage is significantly more than the baseline CPU usage for that tier. My experience was that a T2.micro, which had been idle for 24 hours (i.e. had the max accumulated CPU credits) could run as the active instance for 5 to 8, or more, hours (depending on time of day/day of week) prior to running out of CPU credits.
It would be possible to set things up such that you could manage it, because T2.micro instances get 32 CPU credits when they are first started. With some external logic, you could just have the instance stopped and started when the CPU credits got to <~5, or so.
However, I'd probably go with a T3.micro, which is both A) overall cheaper and B) gets double the baseline CPU usage (10% of each of 2 CPUs, instead of 10% of 1 CPU with a T2.micro).
The additional CPU baseline, combined with being able to more effectively average CPU usage over a rolling 24 hours (because you can have it go into negative credits, if you're willing to risk having to pay for overage that can't be worked off in 24 hours, which you can't do and stay in the free tier) is likely sufficient to run an SD instance 100% active, or at least it will be a lot closer.
Frankly, the only reason I used a T2.micro is that is what AWS provides on their free tier.

If one was wanting to go really cheap, then you could keep some control logic running as a "standby" SD instance in an AWS Lambda, then either increase the AWS Lambda resource allocation or spin up a full EC2 instance when the instance became active, using whichever was cheaper.
Basically, keeping any EC2 active just for an instance that's in standby is considerable overkill. The main thing you're doing is just accumulating CPU credits, which are probably less expensive if just paid for when needed, rather than keeping a full EC2 instance operational.
