@thesecretmaster The option_id one is, basically, "the post is now deleted" (commonly from the post being deleted between obtaining the option_id and sending the flag; i.e. a race condition). The third one is the SE API cutting off access due to too many requests (which can be just not obeying a backoff). Fortunately, at this point, the SE API only blocks access for a relatively short time.
The second has the form of what's typical for the progression from trying to flag a deleted post to being blocked. I suspect that it comes from the SE API.
My experience is that the SE API can give various error responses (e.g. CORS) when you are between a backoff and being blocked. The error responses are even common after the backoff period has expired.
The last I looked at the code (quite a while ago, a year? maybe), there was at least one path which appeared to have MS rapidly run through trying to flag with every user who was eligible to flag, regardless of the responses from the SE API indicating that the post was deleted. IIRC, at the time I was looking at the code, the responses for this situation were specifically not logged from the point that the post was deleted to the point where more significant issues resulted.
