@NobodyNada I wouldn't take that position if that viewpoint wasn't supported by a few different Metas. It appears to me that the consensus is that it's supposed to be included in "abusive" and that the real issue is that the language describing the flag hasn't been updated to make that clear. Frankly, such posts are abusive of other people because they do take up the time of multiple people, or a moderator, to clean up the mess.
I think it's reasonable to consider intentionally wasting other people's time to clean up your mess as a broad definition of abusive. Note: If the "answer" had risen to even the level of "thanks", I wouldn't consider it so.
Note: I did actually flag it as NAA, not R/A. However, the post was deleted by a moderator, who left the R/A flag(s) active.

However, looking at the user's other questions (2), they are both basically like this (i.e. I have a problem on X site, please fix), but with other sites. This could be a way to post some spam, which we basically have to treat as a real (bad) question, which would leave it on the site for days, a month (if not closed, but downvoted), or a year (if not downvoted). [The other two questions will now be Roomba'd in 2 days.]
