No we can't use the translate API. I think we'd burn through the quota allowed quickly: cloud.google.com/translate/quotas

2. MS API docs have been updated to use a new generation system. They're not just in the wiki any more; they're actually in the repo and the wiki is generated based on them. Generation is not automatic: you need to run a script.
