There are some issues with MetaSmoke currently, so some functions such as manual reporting or accessing MetaSmoke post records may not function properly. We're aware of the issue and working on it.

@Henders As noted earlier, EC2 has faster CPUs than Linode and likely less contention because of the way they provision resources.
CI on 02f328f succeeded.
There is a bit of CPU steal on my Linode instance, albeit not much.
Not sure if Linode is overreporting CPU load, though.
@bwDraco I didn't know that (just that some spam detection rules were only enforced for low-rep users), but I still think the spam posts make up a negligible fraction of all posts by new users. And I'd expect those to follow the general daily usage pattern of Stack Exchange, which means 'peak hour' is 7am - 11pm UTC (IIRC).
