No, every commit should trigger a CI build
I'm not particularly fond of forcing --global on that anyway, I'd have to put it in a virtualbox or something if I wanted to run it

@tripleee But then, it only checks if the value isn't empty, it doesn't check the exact values, and it uses normal git commands to commit to the repo, so you can still use local user.name and user.mail
@Ferrybig that's precisely the issue, I need them to be empty in the global config
because otherwise I will commit public work with my work identity more often than not
or vice versa
@angussidney FWIW it's really simple, it just allows for git to return exit code 1
which it does when these values are unset
