@Jesse Unless it's really egregious (or actually inappropriate content), most moderators on SO will decline red flags on those. As far as I'm aware, the only moderator who is likely to mark red flags helpful on minor or moderate amounts of such additional characters is Cody Gray. Yes, it is abusing the system to get around a limitation, but applying the red flag penalties is generally considered too harsh for the vast majority of such offenses.

@Jesse When a single red flag is marked as helpful, there's actually no penalty applied. But, if the flag which is marked "helpful" is an R/A flag, then the post will be prevented from becoming an audit. If there's a "helpful" red flag on the post, then the post content is hidden in the question view from non-moderators.
An automatic downvote is applied to the post when each red flag is raised. That downvote is removed if the flag is marked "declined" (post score is auto-recalculated sometime in the next 12 or 24 hours) or "disputed" (post score is immediately recalculated).
If the post accumulates 6 active (i.e. unhandled) red flags (i.e. red flags which are not already marked "helpful", "declined", or "disputed"), then the post is deleted and locked by the Community user; a -100 reputation penalty is applied to the author of the post; the post author's primary IP address is hobbled or blocked by SpamRam; and all of the active red flags are marked as helpful (all non-"in need of moderator intervention" flags are also marked helpful when the post is deleted).
A moderator's red flag will count for any number of red flags up to 6. In other words, the moderator's red flag immediately causes the actions which are triggered with 6 active red flags from regular users, regardless of if there are any other flags already raised on the post or the state of those flags.
