@Rob I saw your comment (quite helpful, thanks) and agreed that it's not TP based on it (though I believe it's NAA, because that is not, in fact, an answer). Do you believe users with nontrivial (e.g., 1400) rep should be subject to autoflagging?

@RyanM To the first part of your comment: see my next comment, it's a single character (and not an enormous amount) perhaps they should be filtered out of autoflagging. - As to the second question, you can set the reputation in Autoflags; just set it below 1400 (mine is set incredibly high, and there's a "known spammer" with high rep (see known spammers list).

I'm just trying to zero them, to remove a punishment for a reported bug - each is free to vote as they see fit.
They have the link, for their own interpretation.
 
The appropriate thing to do if you want it zeroed would be to custom flag for a moderator to clear the flags to remove the downvotes - otherwise, they will gain reputation for this, especially once/if the flags are cleared.
