@Undo Did you get a chance to look at this?

The need for two things from this list plus the need for another substantial reason to get past the threshold to trigger any autoflagging at all make this quite a safe option but gives us a higher chance of autoflagging new spam patterns (which don't qualify for the blacklist yet) as this will add a substantial amount of weight to the post as opposed to the current weight of 1 for "potentially bad keyword...". Thoughts from anyone?

This as well preferably:

@Makyen Yes, since if there are 3 autoflags (2 go to users, 1 to Core & 1 to non-Core) and there are less non-Core users who are eligible to flag compared to Core users the probability of autoflagging is greater for non-Core users. In my case as my flag conditions are very lenient I tend to be the only non-Core user who is eligible to flag and hence I flag.

The question is how would this problem be solved? Perhaps there could be cases where the 2 flags both go to Core users if there are more non-Core eligible flaggers than Core eligible flaggers based purely of luck.

@Xnero By "luck" I mean that this should possibly only happen x% of times as opposed to every time and other times the current behaviour should remain as-is.

user435118
@Xnero If not, I understand.
