However, as just text, without non-verbal cues, it isn't 100% clear. The meaning leans strongly towards indicating you want it done. I'm just hesitant to be pushing people into participating here, mostly because I want them to participate and I desire not to have my bias affect how I interpret what they want.

@VictorVosMottor I've added you to the privilege list for SD. You should run the !!/amiprivileged command to verify. It would be a good idea to read through the Feedback Guidance, SmokeDetector wiki, and SmokeDetector commands (in particular feedback, but you've already seen this link).
(you already know about this, so here just to be complete): If you haven't already read it, there's an Introduction to Participating in Charcoal.
You may also want to look at the userscripts we have available (GitHub), as they can be quite helpful, depending on how you want to participate. For viewing, feedback & flagging in chat, I find FIRE and AIM to be the ones I use the most.
For flagging through the userscripts, your metasmoke account needs to be write authenticated with SE, which, if you haven't already done so, can be done from the authentication page and doesn't require you to also sign up for autoflagging, although authenticating is also a required step for signing up for autoflagging.
 
Restart: API quota is 13499.
 
In addition, to enable manual flagging, the checkbox that says "Allow metasmoke to raise flags for my account" on this page also needs to be checked. If you have no entries in the "ID Site Count Flags Used Today" list at the bottom of that page, then autoflagging will still not be enabled, but manual flagging through the userscripts will be enabled.
Just so you know, we normally tell people when they are getting privileges that we practice the "ton of bricks" discipline method here: If you mess-up sufficiently, or consistently, we come down like a ton of bricks :-).
To quote ArtOfCode: "TL;DR: ton-of-bricks is mostly to say that we almost never need to enforce things because things enforce themselves through having a good community here. If it gets to the point that someone's enforcing something, something's gone badly wrong."

@VictorVosMottor I'm assuming you're setting that room up for posts that are on Stack Overflow на русском. I don't have a problem with that, although I'd note SD already reports ru.stackoverflow.com posts into Stack Overflow на русском. Other than being yet more chat messages, there's nothing inherently wrong with having reports for a site go into more than one room.
Hmmm... it's also possible that the instructions for the !!/notify command are not clear in that the room in which the notifications will happen needs to be a room where SD will be posting reports. It's possible to invite SD into a room with only SD commands, but it's easier if it's configured into SmokeDetector as a room into which to report.
I should also note that notifications are just normal chat pings. Thus, in order to be effective, the user receiving the notification must be pingable in the room where the @ping happens, which means they must be present, or have posted in the room and have been present in the room within the prior 7 days.

I see that snip.ly has been used to link to spammy posts in the past but does that mean we consider snip.ly to be bad in and of itself? I don't think we do that with other link shorteners at least. That's why I marked it as fp.

@thesecretmaster Maybe, at least for some, but there's at least one other issue there, which is users double-clicking, rather than just clicking once and having something happen more than once. What would be distinct with this issue/fix is that things would happen an increasing number of times per interaction, with the number of times the thing happened increasing once for each time you navigate to the page you're interacting with, without a full reload of the page.
There's sort-of a way for turbolinks to handle the multi-click issue, but I've tested it, and there implementation is not all that effective, so I've been working on-and-off on something that fits our needs.

@DeadGuy Each chat room here on Stack Exchange/Stack Overflow has a particular focus. Each room has a description which you can find at the top of the right-sidebar (browser), and/or on the room's info page (browser and mobile version). This room's description is a bit tongue-in-cheek, so I understand your confusion as to what goes on here.
This room's focus is on the Charcoal project, which is primarily about finding and eliminating spam and rude/abusive content in posts on all Stack Exchange sites. This is done primarily by evaluating reports generated by the SmokeDetector bot and taking action on the posts which those reports are about, when the post needs some moderation.
I understand your desire to post your messages in a room that has a lot of recent traffic, but you should resist that desire. In most rooms, people tend to react quite negatively when someone comes in and asks about something that's not on-topic for the room, particularly if it's quite a bit off. I strongly recommend you read a room's description prior to posting and any FAQ or information linked from the description.
Overall, this isn't the right room for what you are asking about. You might want to try looking at the list of rooms on Stack Exchange Chat, and/or the list of rooms on Stack Overflow Chat. Those pages have a search function, which might help you find a room that's appropriate for what you want.

@Rubiksmoose after more research I see now what the issue with snip.ly is. It isn't just a link shortener. It adds stuff on top of the site. Seems like that could be useful to spammers. And as such I've changed to fp in alignment with everyone else.

@DeadGuy, given your current reputation you won't be able to talk on either of the other chat servers (i.e. Stack Overflow Chat, or in The Tavern, which is on Meta Stack Exchange Chat. @Rubiksmoose Would it be possible to create a small introduction review queue sandbox with preselected (already completed) posts for new users to try out and see. And if they select differently than we expect, an explanation can be given for why the other option was better?
 
@VictorVosMottor Very possibly -- we have the ability to blacklist specific user accounts, or specific phrases/regular expressions -- so if there's patterns that show up in all or most of his posts, we could watch those.
 
@Rubiksmoose I think such a thing would have made me personally feel a lot more comfortable with jumping in with such a hands-on and explanatory intro. It does sound like a lot of work though.
 
@VictorVosMottor However, I don't think any Charcoal regulars speak Russian, which might makes things difficult in this case, since we would have a harder time reviewing posts after they're reported.

Hmmmm.... \w and \W are defined as Unicode. That's good and bad. There are definitely some regexes which are written with the expectation that \w and \W retain their legacy ASCII-based definition. OTOH, there are a lot which are written where it's considerably better to have those use the Unicode definitions.

@DanielWiddis That's ... probably reasonable. As these things go, it's a minor offense. OTOH, SE is very clear that they want people to disclose affiliation.

@Makyen So, corner case on that I recently voted on: user A writes a library/api. User B asks a question on SO about how to use function X in the library. User A answers the question with a link to the api documentation on the project site, but doesn't disclose they authored the API. (As a library author I may have done similarly in my own posts, although I usually try to disclose.). Is this a no-no?

@DanielWiddis IMO, if it's to the official documentation for what was being asked about in the question, and the user with the affiliation had no part in creating or setting up the question to be asked, then no, disclosure of affiliation is not required under those circumstances. I believe this is covered in the details of the early discussions on affiliation disclosure and that there is a specific carve-out for not needing disclosure when linking to official documentation.
IMO, there's a limit wrt. this where you have to be specifically answering something that's about what you're linking to, not answering with your library/project/whatever to a random post that is really "how do I do X".
In other words, when you have created the "foobar" package: If someone is asking "how do I X with foobar", you don't have to disclose your affiliation when linking to official foobar documentation in an answer showing how to do X. OTOH, if someone is asking "How do I do X" and you are answering "You can use foobar to do X", then you need disclosure, even if you're only linking to official foobar documentation.
