Having the creds is a privilege, much as flagger or reviewer or blacklister is a privilege
It comes with perks and responsibilities
One of those responsibilities is protecting the creds and running a Smokey if/when you can
One of those perks is pretending Smokey has a personality
or multiple

What's the rationale?
Point is, letting folks keep them gives us a better chance that someone can get an instance going if everything that's going goes down
Because if only the admins plus Thomas and iBug have them, then the answer to if Makyen is unavailable is that we're relying on me as the next most active and likely to be able to.
Except if someone asked me to run an instance right now, it'd take me an hour to get set up on the Pi before I could start it, because my server is full.

They're separate issues. Someone having credentials and doesn't need them isn't related to someone having credentials and making jokes.
