@Daniil I'd say it's an attempt to answer to get the bounty. It might be worth an NAA flag, or a mod-flag, if you still think it might be spam. Of the two, I'd probably go with NAA, as the answer explicitly says that the OP doesn't know an answer to the actual question.
As @double-beep mentioned, there are significant indicators that the user isn't here just to spam: the OP has substantial rep on other sites; the post was edited to make it closer to addressing the question; there are no links to that site in the user's other posts on that site; there are links to that site in multiple other posts that are not by the OP.
@Makyen That pattern looks like it's already caught by Potentially bad keyword in answer and Potentially bad keyword in body; append -force if you really want to do that.
@RobertLongson Yeah, there's been an ongoing pattern (year+?) of valid questions or answers being asked/answered and then edited after a substantial (days/weeks) time to add spam links. The links usually come in sets of 3, but sometimes 2 or >3. Many of the posts have appeared to be real questions/answers. It's appeared that the accounts have become compromised and the spam added. On a few of the posts, I've left a comment asking the person for more information as to how it might have happened
that the spam was edited in, but I've never received a response (no surprise). There are a variety of ways it might have happened where someone else gained control of the account. It's also possible that it's some spammer that is significantly more sophisticated and actually posts the valid content with the intent of editing it later.
