Smokey can multi-flag posts because... well, honestly, because it's Smokey. It's the only project of its kind anywhere on the network. There's literally years of work put into it, dozens of people, and lots of communication with the SE team. Even accepting that you're a core member of Charcoal in good standing, bots you write outside of this don't have the same weight behind them.

Be nice to the SE staff when you get in contact with them. There's no guarantees they'll do it, but if you confirm you're not going to double-flag things again, ask nicely, and give them that list of IDs, then it makes it easier for them. Which in turn, hopefully, makes it more likely they'll do it.
