Because I can follow that back to either headers not being a hash (so I stuck a to_h on it, which didn't help) or params not being a hash, in which case #except would've errored, but it didn't.

Smokey can multi-flag posts because... well, honestly, because it's Smokey. It's the only project of its kind anywhere on the network. There's literally years of work put into it, dozens of people, and lots of communication with the SE team. Even accepting that you're a core member of Charcoal in good standing, bots you write outside of this don't have the same weight behind them.
