@Makyen I haven't yet found EC2 suitable for me so in the foreseeable future I'll stick to Amazon Lightsail and DigitalOcean. By querying for instance metadata (key: instance-type), you'll find that all Lightsail instances are backed by T2 series.
 
Transfer has never been a concern: Smokey generates less than 150 MB traffic each day (monitored through docker info - supposedly very accurate) so any kind of VPS should work. Memory is hardly a problem, either, though I've seen it occasionally peaking at 400 to 500 MB, rendering instances on 512 MB hosts unstable.

My primary (and almost the only) concern for sustainability is CPU credits. I measured a consistent 15% to 18% CPU load when previously running a Smokey on t2.micro when I was on AWS's Free Tier, whici led to my conclusion that t2.micro (as well as $5 Lightsail) can't maintain its performance for a Smokey. I'm still in the belief that this hasn't changed since.
Disk thrashing isn't a concern when running Smokey on a cloud server where I don't care about its hardware. On my test instance which is running on my own (physically owned) host, I had the diskwrite-intensive code commented out.
About EC2: T3 series should offer more than 2x of CPU performance compared to T2 series of the same size. CPU clock frequency (GHz) isn't as important, but T3 runs on Intel Skylake while T2 runs on Intel Haswell. Besides, the fact that you get a full physical CPU core also contributes a lot to the final performance you get.

@iBug I agree that CPU load, corresponding to baseline CPU credits on an EC2, are the primary limiting factor for an active SD instance in a hosted environment. I certainly agree that SD doesn't fit into a t2.micro instance for sustained operation.
However, I don't understand your statement that SD won't fit into the $5 Lightsail plan. I'm not seeing anything in the AWS Lightsail documentation which indicates a limit on actual CPU use (i.e. no equivalent to CPU Credits on EC2) for any of the pricing plans. The pricing plans appear to offer exactly the same compute capability for the $3.5, $5, and $10 plans. Your statement that SD won't fit the $5 plan indicates that you've found something re. CPU use limits. Could you provide a link?
While I personally haven't investigated the RAM required for SD + OS, my impression was that other people's instances, when limited to 512MB of RAM, were unstable due to sporadic, or even sustained, use of more than 512MB of RAM. However, that's exactly the reason for the existence of swap space and one of the primary reasons for the development of the concept of virtual memory (i.e. RAM used to be extremely expensive and it was far cheaper to use disk space as memory).

There's usually quite a bit of program/data/OS information that's mapped into memory, that doesn't need to be in RAM. Using swap space only really becomes a significant performance issue when the processes being run result in the swap space thrashing (i.e. having to always swap pages in and out when switching between multiple processes that are active at the same time). If it happens, there are a variety of things that can be done to mitigate it, other than just adding RAM.
In the case of fitting into 512MB of RAM for SD + OS, the actual used RAM is not much more than 512MB, which makes thrashing significantly less likely. There are quite a few things mapped into memory, which are rarely accessed and easily swapped out with little performance impact. The performance impact is far less when using an SSD than when using a HDD.
Yes, it is desirable to have enough RAM such that swap space isn't needed or used, but it really only becomes a substantial issue when the amount of RAM is insufficient to hold the processes that are active, rather than when RAM is insufficient to hold all the existing processes.
My expectation is that the SD instances which were in 512MB machines were unstable because the total mappable memory was limited to 512MB (i.e. they had no swap space configured), when more memory space was needed. Running out of available mappable memory will certainly cause things to start crashing. However, that's an issue of system configuration, rather than a flat "it can't work in 512MB of RAM".
The only real way to determine if it will work with 512MB of RAM + however much swap space is needed (given the allocated SSD space, a couplel GB of swap space is trivial), is to try it and see if the performance is sufficient for SD to keep up with scanning in as close to real-time as we need and/or the same as what we get on other SD instances.

@Vogel612 The primary thing we've seen, and thus the main hypothesis, is that posts are edited during the initial grace period, but after SD scans them. We don't have a good solution for detecting that occurrence, because SE provides no data as to when grace period edits happen, or even that such an edit did happen (i.e. no record is kept). From SD's POV, detection would require us to re-scan every single post after 5 minutes, or delay scanning every post until after the grace period is past.
An alternate possibility is: I've considered that some posts might be dropped when there's a hard transition from one SD instance being active to another being active where there's no overlapping active time (e.g. the active instance crashes). However, I really haven't looked into what SD does wrt. starting up to see if we cover the potential case where that happens in a way that prevents missing any posts.
