Innocent users are more likely to use the same word/URL in both the title and the body of a question.

because of dumb flagging conditions
so get Art to fix the query so that we can enforce the 99.75% across all conditions rule

{IMO} The problem isn't with setting low conditions. It's using a high spam site like Astronomy and adding it to a condition which includes other sites (which don't have a high tp rate) using that to circumvent accuracy.
