Basically, I process the other_user part even if it's null - need to move it after that check
And if it's null it obviously fails
 
Will !!/welcome eventually if a new user joins the room that's signed up welcome them for the first time

I swapped it to raise CmdException(w_msg.format(room=msg.room.name, user=" @" + other_user, me=GlobalVars.chatmessage_prefix)) so I can use it with both welcomes
