My guess as to what happened is:
1) Jeremy changed chat a month ago
2) We fixed it in CE and updated Smokey
3) Sometime between then and 18 days ago, Jeremy (or another dev) changed it back
4) 18 days ago, tripleee reverted the CE submodule to an earlier version
5) Just now, a dev changed it again and broke it in a *different* way

but that should get the fixed code for CE.
@NobodyNada sounds like that's entirely possible - the chain of events you stated.
Hopefully that's all it is and not something stupid
@tripleee let's not mess with CE anymore - the latest revision of CE seems to have fixed our "Commands Don't Work" problem.
Smokey should be accepting commands once again; we think it was an issue in a dependent library. Let us know if commands still don't work.

@quartata because that's maintained in sync with the internal API. A community project that has to catch up to changes that aren't even announced is never going to be particularly stable.
