Nope, it works on a question basis. Since the source of data is the real-time question page, there's no indication of why the question was bumped. And besides, it is just another parameter in the API so no quota is lost. :)

I don't expect many spammers to know that much about SE or care that much about a single message.
They optimize for volume, quantity above all else. An elaborate strategy that requires coming back to a message later is not like that.

@Pops A thought: if integration between the systems is reached to a point where the Smokey/metasmoke system can reduce the number of flags required on a post to nuke it, then I can see people getting quite concerned about that when they find out. What's the plan (or lack of one as yet) for PR? Do you want us to handle as much of it as possible, or will you guys handle it? Or a mix thereof?

Since we're talking to @Pops about Smokey, it seems reasonable to ask: if Smokey had two API keys, making up to 20000 read requests per day (versus 10000 now), would that be a problem? It would allow us to catch spam faster... A cleaner solution would be to increase the quota for this account, but that may be technically difficult.
