Barring new secret hats, it doesn't look likely that anyone else will hit 38 hats apart from the four of us who are there. No one else with fewer than 10 hats remaining has both Eureka and Red Baron. Eureka is basically impossible at this point (I know basically everything about the secret hats and I think a lot of other people know a great deal). Red Baron is extremely difficult and I didn't see any serious efforts among the top users missing it to obtain it.
