I mean, from my understanding several parts of the EU are intentionally not subject to popular votes

But that doesn't make them inherently un-democratic

IMO it's important to have some aspects of any society that don't directly have to answer to the whims of the ever changing public. There should probably be some oversight and accountability, sure.
